Typical activities might involve restoration or stabilization of a historic structure, archaeological surveys that directly support a preservation plan, developing preservation or site management plans, or documenting sites within a region to support protection and long-term stewardship. The second category is cultural objects and collections held by museums, cultural sites, archives, or similar institutions, including archaeological and ethnographic materials, paintings, sculpture, manuscripts, and photographic or film collections. Projects here can cover conservation treatment, condition assessments and needs analyses, inventories specifically designed to support conservation, improvements to storage or display environments to reduce deterioration risks, and specialized training for staff in proper collections care. The third category is forms of traditional cultural expression, such as traditional music, rituals, knowledge systems, languages, dance, drama, and crafts. In that area, proposals may focus on documentation and audiovisual recording of endangered traditions and making the resulting materials accessible, or training and transmission efforts that help sustain traditional arts or crafts that are at risk of disappearing.

The underlying purpose of AFCP is both practical and diplomatic: to help preserve significant cultural heritage and to demonstrate U.S. respect for the cultures of partner countries. For this Brazil competition, the key test is whether the proposed activity meaningfully protects a site, object/collection, or living tradition that is historically or culturally significant to Brazil. The opportunity stresses that good preservation work should safeguard what stakeholders consider valuable about the heritage in question. Stakeholders may include national, state, or municipal cultural authorities, local communities connected to the heritage, and other parties with legitimate interests in the resource and the project outcomes. This concept note screening stage is designed to improve fit and reduce unnecessary work for applicants whose ideas are not competitive or not aligned with AFCP priorities.

Funding details allow for both short and multi-year preservation efforts. The performance period can range from 12 to 60 months, and projects should be completed within 60 months or less. The anticipated number of awards is 1 to 3, and budgets may range from a minimum of USD 25,000 to a maximum of USD 500,000. Funding is provided through diplomatic/public diplomacy resources, and the award instrument could take several forms depending on the project and oversight needs, including a grant, cooperative agreement, or fixed amount award. The anticipated project start date is October 1, 2025. The Department of State also notes that continuation funding beyond an initial budget period may be possible on a non-competitive basis, but only if funds are available, the project is progressing well, and additional support is determined to be in the U.S. Government interest.
